Discussion

Contact has been made and the adversary is not yet on key terrain. The objective of this phase is to keep it that way: detect early, canalize movement into ground that is owned and watched, and buy decision time.

Seize Initiative is the phase in which pre-authorized fires earn their existence. Every action that requires a phone call in this phase is a fire the program does not actually have, because the window in which canalization and delay work is measured in minutes and the approval path is measured in hours.

The main effort in this phase is not chosen from a plan. It is read off the avenue the adversary is actually on. That is the one place in the framework where the main effort is reactive, and it is deliberate: an adversary who has committed to an approach has told you where the decisive point is.

What the Main Effort Typically Is

The decisive point at the end of the avenue the adversary is on.

An adversary in motion has disclosed their objective. Re-designating the main effort onto that objective concentrates the defense where the campaign is actually being decided, rather than where the last framing meeting expected it to be.

Typical, not prescribed. The main effort is designated per campaign against the decisive points the terrain analysis produced; what this phase does is narrow the field of sensible answers.

Dominant Forms of Maneuver

  • M1 Screen / GuardGain early warning and buy reaction time before the adversary touches key terrain. Indicator: Threats are detected before they reach key terrain.
  • M4 Obstacle / CanalizationForce the adversary onto ground you own and watch. Indicator: Observed lateral attempts land in instrumented segments.
  • M6 DelayBuy decision time and prevent the adversary culminating on the objective. Indicator: Adversary tempo drops below defender decision tempo.

Entry and Exit Conditions

A phase is declared on an observable condition and ended on one. Declaring on a feeling produces a phase nobody can argue with and nobody can end.

Declare This Phase When

  • Confirmed activity against a declared avenue of approach.
  • A reachability result changes such that a decisive point becomes reachable that was not reachable before — this is contact with the terrain even without an observed adversary.
  • A partner or government notification names this estate specifically.

Leave This Phase When

  • The attempt is defeated without the adversary reaching key terrain — return to Deter or Shape, and run an exploitation pass to close the avenue.
  • The adversary is confirmed on or adjacent to key terrain — declare Dominate. Delaying this declaration to avoid the escalation it implies is the single most expensive hesitation in the campaign.

What Changes in Cadence and Authority

These are the two operational consequences of the declaration. A phase change that moves neither has changed a word on a slide.

Cadence
The cycle stops being periodic and becomes event-driven. The six steps still run — framing, mapping, arraying, executing, fusing, assessing — but Frame is measured in hours and the loop turns several times a day. This is the phase the whole tempo argument exists for.
Authority
The pre-authorized set is the phase. Containment actions on the observed avenue execute at machine speed under standing authority, and the exception log becomes a live document rather than a periodic report. The Authorizing Official’s role shifts from approving actions to being informed at a stated interval.

How It Differs from the Phases Beside It

Against Deter

Deter is pre-contact and partly performative. Seize Initiative is contact, and nothing in it is for the adversary’s benefit.

Against Dominate

Here the adversary is not conceded to be on key terrain, and the objective is to keep it that way by canalizing and delaying rather than by evicting. Declaring Dominate too early spends eviction effort — and availability risk — on an adversary who could have been held out.

The tell
The median decision segment of the defender loop is longer than the median execution segment.
The correction
The delay is in approval, not in capability. Either widen the pre-authorized set before the next contact, or state plainly in the brief that the program’s tempo is bounded by its approval path — which is a legitimate risk position, but only if it is written down.

Caveats That Hold Across Every Phase

  • A phase is declared against a scope, not against an agency. An estate can be in Dominate on one mission service and Shape on everything else. The phase declaration control is written to carry a scope for exactly this reason, and a declaration without one is a statement nobody can act on.
  • Phases are not maturity. Being in Phase III is not progress. It means an adversary is on or adjacent to key terrain. A program that reads the phase list as a ladder will start reporting phase advancement as achievement, which inverts the meaning of the entire model.
  • Regression must be declarable without embarrassment. Campaigns go backwards. An eviction that turns out to be incomplete returns the campaign to Dominate from Stabilize. If declaring that costs someone their credibility, it will not be declared, and the campaign will be fought in the wrong phase.
